In its quest to ensure the timely implementation of its Restoration Programme, the Kaduna State Government through the Kaduna Facilities Management Agency (KADFAMA) is determined to confront the ineffective management and maintenance of assets owned and controlled by the State Government.
In line with this, KADFAMA seeks to outsource some services to in order to further deliver efficient and enhanced facilities management services to the state.
The services that are proposed for outsourcing are: Asset Registry & Management of Hardware and Software Solutions, Renovation and Remodelling of Government Facilities and Fumigation of government premises.
KADFAMA hereby invites experienced and reputable companies to express interest to provide these services as detailed below;
SCOPE OF WORK
i) ASSET REGISTRY & MANAGEMENT OF HARDWARE AND SOFTWARE SOLUTION.
With the software management system, all state assets can be registered with ease and tracked from any location in the world via the web interface, mobile computers and apps, so that the state government has full information at every point time regarding the location, type and quantity of its assets. The software solution will also create a comprehensive database of assets, and will be domiciled at the KADFAMA Head Office.
ii )RENOVATION AND REMODELING OF FORMER BUREAU OF STATE PENSION.
Competent and Reputable Building and Engineering Companies are invited to tender for the renovation and remodelling of the office premises on No 1, Coronation Crescent, opposite Lugard Hall, Kaduna, comprising;
a. Main building/office block
d. Landscaping and External Works
e. Fencing and Gate House.
iii) FUMIGATION OF MINISTRIES, DEPARTMENT AND AGENCIES
Interested bidders should note that these services are to be carried out once, every four months. The target pests to be controlled include: Rodents, Rats, Mice, Safari ants, Cockroaches, Houseflies and Blue Flies, Mosquitoes, Bees and Wasps, Spiders, Bedbugs, Fleas, Sugar ants, Termites, Woodworms, Bees, Weevils, Snakes and Bats.
iv) REHABILITATION OF 23 SOCIAL WELFARE OFFICES ACROSS THE STATE.
Competent and Reputable Building and Engineering Companies are invited to submit bids to Rehabilitate (Renovate and Remodel) 23 Social Welfare Offices across the state and provide them with Furniture and Office Equipment.
Site visits are also mandatory and interested bidders must ensure they visit all the locations as per scope of work with officials during working hours before tender closure. These required services are to be carried out are as packaged below:
v) LOT I: ASSET REGISTRY & MANAGEMENT OF HARDWARE AND SOFTWARE SOLUTION.
vi) LOT 2: RENOVATION AND REMODELING OF the FORMER BUREAU OF STATE PENSION.
vii) LOT 3: FUMIGATION OF MINISTRIES, DEPARTMENT AND AGENCIES
viii) LOT 4: REHABILITATION OF 23 SOCIAL WELFARE OFFICES ACROSS THE STATE.
The prequalificalion submissions shall include the following:
i. Corporate profile of firm and/or company indicating history, organisational structure, area of specialisation, key competencies and resources;
ii. Key details of the company indicating experience and competencies that are relevant to the assignment including curriculum vitae, academic and professional qualification (please indicate where available evidence of membership of professional Bodies)
iii. Certified true copy of certificate of incorporation of firm as applicable.
iv. Certified true copy of particulars of Directors
v. Certified true copy of Tax Clearance Certificate for 2013, 2014 and 2015
Evidence of Value Added Tax registration and remittance with Tax Identification Number, Three (3) years (unbridged) Company Audited Annual Report (2013, 2014 & 2015) Certified by a Chartered Accountant/Auditor.
vi. Certified true copy of three (3) years company annual returns to the Corporate Affairs Commission (CAC).
vii. Letter of reference from bankers and Current Statement of Account for the last one year.
viii. Letter of reference from clients from whom similar assignments have been carried out and delivered within the last (3) three years.
Please provide sufficient details for ease of validation.
ix. A sworn declaration the neither the consultant nor any of its Management staff works in or is a Director with KADFAMA.
x. Evidence of registration with PENCOM and remittance of pension deduction to Pension Fund Administration (PFA) if applicable (PENCOM latter of compliance)
In the event of a joint or consortium bid, a signed and independently verifiable agreement between the parties indicating terms and conditions and identifying the principal and subsidiary party(ies) in the joint bid/consortium.
xi. Original documents should be available for sighting on demand during or after the opening of the prequalification document.
xii. Payment of a non-refundable fee of N250,000.00 only, evidence of which must be attached to the EOI.
xiii. Evidence of compliance with the amended Industrial Training Fund (ITF) Act, 2011.
xiv. Evidence of registration with Financial Reporting Council of Nigeria (FRCN)
xv. Evidence of registration with the Kaduna State Tenders Board and the Ministry of Commerce and Industry.
i. This request for expression of interest is not an invitation to bid.
ii. All costs incurred in the preparation of and submission of expression of interest is to be borne entirely by the applicants.
iii. Late submission shall not be accepted.
iv. Pre-qualification of firms shall be based on the provision of the Public Procurement Act, 2007.
v. KADFMA reserves the right to verify the authenticity of and accuracy of claims made in the submission.
vi. KADFAMA reserves the right to accept or reject any application for pre-qualification if deemed necessary to do so.
vii. Only pre-qualified company will be short listed and contacted.
viii. The requirements listed under 3.0 (iii, v, vi, xii, xvi, xvii) are MANDATORY and failure to produce any will lead to automatic disqualification of the firm, company or consortium.
ix. This advertisement shall not be construed as a commitment on the part of KADFAMA to contract any company submitting documents to claim any indemnity.
x. All submissions must be made in the English Language
SUBMISSIONS OF EOI DOCUMENTS
The expression of interest (EOI) should be in six (6) bound copies in sealed envelopes and submitted on or before 12:00 noon on 24th November 2016, clearly specifying the lot for which interest is being expressed.

OPENING OF SUBMISSION
All Expression of Interest (EOI) received will be opened at 12:00pm on 30th November 2016 at the offices of the Tenders Board, Kaduna State. Members of the public and interested companies or their representatives are invited to witness the opening exercise.
