NATIONAL COMMISSION FOR REFUGEES, MIGRANTS AND INTERNALLY DISPLACED PERSONS

INVITATION TO BID FOR PROCUREMENT OF WORKS, GOODS AND SERVICES

1.0 INTRODUCTION
The National Commission for Refugees, Migrants and Internally Displaced Persons has intended to Implement some passage of Mr. Presidents virement request and allocation of Nl,500,000,000.00 (One Billion Five Hundred Million Naira) only, as Capital Supplement to National Commission for Refugees, Migrants and Internally Displaced Persons.

The Commission hereby invites Interested Contractors and Consultants with requisite expertise and experience to tender for the procurement of Works, Goods and Consultancy Services as summarized in the following table:

CARE AND MAINTENANCE:
1A: Provision of Food Supplements for malnourished children in Maiduguri, Borno State

1B: Food, Non-Food Items and basic drugs in Maiduguri, Borno State

1C; Provision of healthcare materials in Mubi North and South, Adamawa State

1D: Training on carpentry, soap making, hair dressing/barbing, bean cake making (Akara) for 150 IDPs and Returnees in Bauchi, Bauchi State

1E: Provision of Food supplements for malnourishes children in konduga, Borno State

1F: Provision of Healthcare facilities in Maiduguri, Borno State

1G: Provision of food, non-food and basic drugs in Geidam, Yobe State’

1H: Provision of Starter Packs for 150 trained IDPs and Returnees in Bauchi, Bauchi State

1I: Training on carpentry, soap making, hair dressing/barbing, bean cake making (Akara) for 150 IDPs and Returnees in Dukku, Gombe State

1J: Provision of Starter Packs for 150 trained IDPs and Returnees in Dukku, Gombe State

1K: Provision of food, non-food and basic drugs in Gulak, Adamawa State

EMPOWERMENT FOR DISPLACED WOMEN AND YOUTHS
2A: Empowerment of displaced women and youths in Maiduguri, Borno State

2B: Supply of maternity kits for displaced women of child bearing age in Maiduguri, Borno State

2C: Empowerment of displaced women and youths in Jalingo, Taraba State

2D: Empowerment of displaced women and youth in Damaturu, Yobe State

EDUCATIONAL MATERIALS IN THE NORTH EAST
3. Provision of Educational Material for various locations (AS specified in the Bidding Documents)

4. Provision of Shelter Materials for various locations (As specified in the Bidding Documents)

PROCUREMENT AND SUPPLY CHAIN LOGISTICS MANAGEMENT AND DATA CENTRES FOR INTERNALLY DISPLACED PERSONS (IDPS) AND RETURNEES (NORTH EAST)

2.0 METHOD OF APPLICATION
Interested Contractors and Consultants with requisite qualifications for execution of the projects are required to obtain Bidding Documents from Office of the Head of Procurement, Second (2nd) Floor, National Commission for Refugees. Migrants
and Displaced Persons, Federal Secretariat, Phase I. upon payment of a non-refundable fee of Twenty Thousand Naira (N20.000.00) only per Lot to the Commission’s Treasury Single Account (TSA) in any commercial bank.

3.0 QUALIFICATIONS REQUIREMENTS
Interested and Competent Contractors and Consultancy Firms who wish to participate in the exercise are required to submit their Company’s profiles which must include but not limited to the following documents which should also be arranged in the following order:
i. Evidence of Incorporation/Registration with the Corporate Affairs Commission (CAC):
ii. Copy of Tax clearance certificates for the last three (3) years;
iii. PENCOM compliance Certificate with proof of remittances;
iv. Industrial Training Funds (ITF) compliance Certificate;
v. Current Nigeria Social Insurance Trust Fund clearance Certificate.
vi. Interim Report or Certificate of Registration in the National Data Base of Contractors (BPP):
vii. Company Audited Account for the past three (3) years, stamped and signed (2013, 2014 and 2015).
viii. Detailed Curriculum Vitae and profile of key/professional staff with copies of relevant professional certificates;
ix. Evidence of previous experience in execution of Works. Goods and Services of similar nature.
x. A fully structured company with relevant and material resources; requisite experience in the deployment of a localized E-Procurement System.
xi. Evidence of successfully undertaking biometric registration (data capture and verifications).
xii. Capability of building successful and functional Portal Solutions for Public access with support capability.
xiii. Evidence of building a successful and functional public access system with transactions over 7million users within the past 3 years.
xiv. Evidence of competent and reliable local support staff for all applications developed.
xv. Evidence of public sector deployment using local competence in data collection and management.
xvi. Evidence of Financial capacity and/or Banking support:
xvii. Sworn Affidavit confirming the following–
a) That no staff of the Commission is a Director of the Company;
b) That the company is capable of carrying out the services in the North East region
c) That neither the company nor any of its Directors is bankrupt or in receivership; and
d) That none of the Directors have been convicted In any law court on any criminal offence

NOTE : Paragraph 3 (x) – (xiv) are only applicable to lots 5Aand 5B.

SUBMISSION OF DOCUMENTS
The completed tender documents are to be submitted in two (2) hard copies and one (1 ) soft copy m separate envelopes marked ‘Technical’ and ‘Financial’ and enclosed in a larger one clearly marked with the appropriate project title
and Lot No at the top right hand comer and addressed to

Completed bids are to be submitted at the Office of the Head of Procurement, Second Floor, Federal Secretariat, Phase 1 not later than 12.00 noon on Wednesday 15th February, 2017. The bids will be opened on the same day 15th February, 2017 at the SGF Conference Room. Ground Floor immediately after the close of bid 12.00pm in the presence of Bidders or their representatives and Non-Governmental Organizations (NGOs)

NOTE
i. No Company is to bid for more than two (2) Lots;
ii. The Commission may verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false, in addition to other sanctions that may be deemed necessary;
iii. Bidders who have worked for the Commission and have history of poor performance, abandonment or prolonged contract execution period need not apply:
iv. This advertisement shall not entitle any bidder to make claim whatsoever, and/or seek any indemnity from the Commission;
v. Every page of submission must be duly initialed by relevant authorized staff of the company;
vi. Non-compliance with the instructions will lead to disqualification
