The Federal Government of Nigeria through its relevant Ministries, Department and Agencies (MDA) is implementing the Nigeria Housing Finance Program (NHFP) supported by the World Bank International Development Association (IDA). The objective of the Program is to increase access to housing finance by deepening primary and secondary mortgage markets in Nigeria. The project has four components. The first component is establishment of the mortgage refinance company (NMRC). The second component is establishment of a mortgage guarantee product, targeted at lower income borrowers. The third component is a Housing Microfinance (HMF) scheme through eligible Microfinance Banks (MFBs). The fourth component is Technical Assistance (TA) and capacity building of the sub-sector.

The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Housing Finance Program (NHFP), and intends to apply part of the proceeds for consulting services of Land & Housing Program Consultant.

The objective of the assignment is to secure the services of a competent Individual Consultant that would serve as a Land & Housing Program Consultant. The Land & Housing Program Consultant will provide professional advice to the Project Administration Team (PAT) of the NHFP on issues relating to mass housing, affordable housing, land digitization, construction technology and funding for the housing value chain. S/he will liaise with relevant Ministries Departments and Agencies of Government.

a. Liaise with the relevant officials in the Ministries Of Lands Housing & Urban Development at Federal and State levels including Federal Capital Territory (FCT) on issues relating to developing sustainable and affordable housing programs;
b. Liaise with the Ministries Of Lands Housing & Urban Development at Federal and State levels for land digitization;
c. Liaise with the Ministries Of Lands Housing & Urban Development at Federal and State levels for urban and regional planning;
d. Work with consultants to develop business plan, feasibility study and setting up of the Mortgage Assets Registry System (MARS);
e. Work with related projects and interventions growth and employment scheme (GEMs DFID), other development partners and donor agencies to access funding and technical assistance for the construction value chain;
f. Work with relevant stakeholders and the Ministries in developing applicable building and housing standards;
g. Work closely with the Central Bank of Nigeria (CBN), other agencies, in collecting periodic data, on housing development, inputs supplies, house prices, employment, gender, ownership, rental, etc.
h. Any other duties as may be assigned by the Head, Program Administration Team of the NHFP
The initial period for the assignment is 1 year with a possibility of extension. Expected date of commencement of contract is 1st May, 2017.
The PAT on behalf of the Central Bank of Nigeria as the Project Implementing entity (PIE) now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are;
i. The candidate will have a university degree in either Civil Engineering or Building Construction related fields including Architecture, Land Surveying, Building Technology, Estate Management, Quantity Surveying, Economics or Finance with 5-10 years cognate experience;
ii. The candidate should demonstrate knowledge and or experience in town planning, transportation planning, construction and environmental planning.
iii. The candidate should demonstrate knowledge of land registry systems, governors consent procedure and titling.
iv. The candidate should demonstrate knowledge of mortgage lending, underwriting,
v. The candidate will have relevant experience in similar assignments; especially within Nigeria operating environment;
vi. The candidate will be able to communicate effectively in English language and should have strong writing skills.
vii. Basic knowledge of computer automated working experience is assumed.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the Consultant Guidelines, which does NOT include firms.
