The Korea International Cooperation Agency (KOICA) Nigeria Office intends to invite International and local eligible Bidders for the establishment (renovation) of e-Government Training Centre at PSIN, Abuja
1. PROJECT DESCRIPTION:
Bid Title: Capacity building of E-government project in Abuja, Nigeria.
Gross Floor Area: 1, 215 square metres
Scale: Renovation of PSIN Library Building 1st Floor (Design & Build)
Structure Reinforced Concrete + Block
Roof Aluminium sheets + Steel Truss
Location PSIN, Kubwa Expressway, Abuja City, Nigeria
Duration Within 9 months after signing of contract
2. ELIGIBILITY AND PREQUALIFICATION CRITERIA:
a. Bidding company shall provide Original documents for sighting
b. If Foreign Company is bidding, they should additionally to these provide evidence of registration in home country
c. Bidding company should have N17 million cash at bank on its business name as at the date of submission of the PQ documents; and N57 million annual average in the last 3 years on a job ceiling (no less than N17 million) for more than 3 times in a year
d. Documents to be submitted are as follows (certificates and documents – 3 hard copies and 3 soft copies with official cover letter) legally verifiable signing and stamping on the letter.

ii. Evidence of Certificate of Incorporation and Registration with Corporate Affairs Commission (CAC);
iii. Evidence of remittance of company annual returns to Corporate Affairs
iv. Evidence of Certificate of Company Tax clearance and VAT certificate for the last three (3) years (2014, 2015, 2016) expire on 31st December 2016;
v. Evidence document of PENCOM remittance certificate which expires in 31st December 2016
vi. Evidence of ITF (Industrial Training Fund)compliance certificate which expires on the 31st of December 2016
vii. Evidence of Nigeria Social Industrial Trust Fund(NSITF) compensation compliance remittance for 2016
viii. Evidence of registration/ remittance with Financial Reporting Council of Nigeria (FRCN)
ix. Evidence of Final certificate of registration on the national Database of Contractors, Consultants, and service providers. (no Interim certificates)
x. Evidence of Certificate of registration with Special Control Unit against Money Laundering (SCUML).
xi. Evidence of Certificate from professional Bodies on Health and Safety Management at work
xii. A sworn Affidavit indicating that: all documents submitted are genuine and verifiable; none of the directors nor the company itself has been convicted of any criminal offence or financial impropriety in any country; the bidder is not in receivership, the subject of any form of winding up petition or proceeding [form 2]
xiii. Verifiable list of previous similar works successfully carried out within the last three years with names of client, evidence of award and job completion (similar works include educational facilities, research complex, public facilities, and official business facilities ordered by a donation organisation or Government of similar size, scope and content) [form 3]
xiv. Curriculum Vitae for Project Manager and Architect [form 4]
xv. Company Profile including among others, organisational structure, last 3 years performance record and key professional staff with their names, telephone numbers, at least one which must be a COREN registered Civil/Mechanical, Architects ARCON with 2016 practising license(as applicable)
xvi. Bank Statement as at the date of submission
xvii. Audited annual financial report of the company for years 2013, 2014, 2015 [form 5]
xviii. Letter of Authority allowing Crown Agent Nigeria to confirm the authenticity of documents submitted from various relevant institutions like Federal Inland Revenue Service (FIRS), etc. [form 6]
xix. Prequalification checklist for Companies [form 7]
xx. All Prequalification documents must be filled and submitted in English language.
3. HIGHEST ETHICAL STANDARDS CLAUSE:
In pursuance of this policy, KOICA shall;
1. reject a proposal for award if it determines that the bidder recommended for award has engaged in bribery, corrupt or fraudulent practices in competing for the bidding and contract
2. disqualify bidder and contractor who has failed in producing verifiable certificate document as required by KOICA
4. PRE-QUALIFICATION DOCUMENT
The prequalification checklist, forms, formats of letters and other related documents can be obtained from the KOICA Nigeria Office Website http://www.koicainnigeria.org/ until April 6, 2017.
Note: All forms given by KOICA should be strictly followed
5. MODE OF SUBMISSION, ADDRESSEE AND ADDRESS
Pre-qualification documents must be in a sealed envelope and the package must be labelled “PQ for KOICA E-government project” at top left corner with a cover letter duly signed and stamped; on the centre of envelope addressed to ‘The Country Director, KOICA Nigeria Office’ and delivered at Crown Agents Nigeria Office not later than 12:30pm, Thursday, 6th April, 2017
