SERVICE PROVIDER TO IMPLEMENT CAMPAIGN FOR THE MASS DISTRIBUTION OF LONG-LASTING INSECTICIDAL NETS (LLINS) IN ADAMAWA STATE

Catholic Relief Services (CRS) invites qualified non-governmental organizations with relevant experience to submit proposals for the implementation of LLIN campaign activities in Adamawa State. These services will be implemented under the NGA-M-CRS grant funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria and managed by CRS as Principal Recipient.

The Service Provider will be responsible for coordination, planning, implementation and monitoring of campaign activities, collaborating closely with relevant State and Federal authorities to ensure all activities are aligned with national strategies and guidelines. The scope of services will include micro-planning, household mobilization, demand creation, distribution, and M&E activities related to implementation of the LLIN campaign in Adamawa State An estimated 2,416,106 LLINs will be distributed during the Adamawa campaign in support of the goal of universal coverage of the State’s estimated population of 4,338,585.

To be eligible for consideration, interested organizations must meet the following requirements and should be able to provide valid evidence upon request:
• Be a legally-registered non-governmental organization with authorization to operate in Nigeria, compliant with relevant laws, and have fulfilled obligations related to tax payments and legal registration
• Hold at least five years experience implementing health programs in Nigeria
• Have an established local presence in Nigeria (in Adamawa State preferred), with ability to demonstrate evidence of current similar programming in Nigeria
• Have prior experience implementing LLIN campaigns in Nigeria
• Have adequate personnel (sufficiently trained managers, employees etc.) for carrying out LLIN campaign
• Exhibit a good track-record and references from at least two previous clients

The complete RFP guidelines and proposal documents are available upon written request via e-mail from 28th March to 5th April 2017, Monday thru Friday during local office hours. Requests for proposal documents should be submitted on a company letterhead signed by Director/Manager of the organization, scanned and emailed to tenders.ngr@crs.org with “Request for Proposal Documents: CRS-GFNGDIST-2017-04” in the subject line.

Each organization should submit the request once only and CRS will send the proposal documents within 24 hours or Applicants can collect the documents in person from CRS/Nigeria office located at Plot 477, 41 Crescent, Off 4th Avenue, Gwarimpa II, Abuja.

Proposals may be submitted via email, courier or hand-delivered. Submissions via courier or hand delivery should be submitted in a sealed envelope addressed to:

Electronic submissions should include the signed, stamped and scanned copies of the proposal and submitted via email to tenders.ngr@crs.org  with “Proposal Submission CRS-GFNG-DIST-2017-04” in the subject line.

Proposals must be received by 5:00 PM on 12th April 2017. Bids received after 5:00PM local time in Abuja on 12th April 2017 will not be considered.

CRS reserves the right to award the contract only if proposals are of high quality and per contractual stipulations of the Global Fund
