INVITATION TO PARTICIPATE IN THE TENDERING PROCESS FOR GOODS, WORKS AND NON CONSULTANCY SERVICES UNDER THE SECRETARIATS, DEPARTMENTS AND AGENCIES (SDA) OF FCT ADMINISTRATION.

The Federal Capital Territory Administration (FCTA) has provisions in the FY 2016 FCT Statutory Budget for the Procurement of Goods, Works and Services under the Secretariats, Departments and Agencies (SDA) and intends to utilize part or whole of it for the funding of procurement for the provision of non-consultancy services, works and supplies. Accordingly, competent and interested companies are hereby invited to submit Technical and Financial bids for Category I (Goods), Category II (Works) and Category III (Non-Consultancy Services). (2.0) DEPARTMENT OF ESTABLISHMENT AND TRAINING
Interested Firms/Companies are to submit three (3) copies of Prequalification documents (One Original & Two photocopies) in respect of the underlisted project:
NCS3DET1: Deployment of Human Resources Management Information System (HMRIS) in the Federal Capital Territory Administration (FCTA).

(3.0) PREQUALIFICATION REQUIREMENTS
(3.1) ITEMS TO BE PROVIDED FOR PROJECTS UNDER ALL CATEGORIES I, II, III (GOODS, WORKS AND NON-CONSULTANCY SERVICES)
All interested companies are to submit copies of the following documents and the originals to be made available for sighting during the Tender opening.

Eligibility Requirements (Without Which a Company Firm shall be disqualified)
1. Evidence of Incorporation Registration with Corporate Affairs Commission (CAC);
2. Tax Clearance Certificate for the last three (3) years (2013, 2014 & 2015) expiring 31st December, 2016;
3. Pension Compliance Certificate (expiring 31’ December, 2016) as provided in section 16 subsection 6 (d) of the Public Procurement Act, 2007;
4. Industrial Training Fund (ITF) Certificate (expiring 31st December, 2016) in compliance with ITF Act, 2011 as amended;
5. National Social Insurance Trust Fund (NSITF) ECS Clearance Certificate (expiring 31st December, 2016);
6. Evidence of Registration (Interim Registration Report) on the National Database of Contractors, Consultants and Service providers with the Bureau of Public Procurement (BPP) in line with Sections 5(h) and 6(l)(f) of Public Procurement Act (PPA), 2007

ADDITIONAL REQUIREMENTS
1. Article and Memorandum of Association;
2. Corporate profile of firm including CVs of key personnel, registered address, functional email address and GSM phone number(s);
3. Evidence of similar jobs executed or being executed including Award letters, Certificate of Valuation or Completion and status of the projects;
4. VAT Certificate and evidence of remittance;
5. Evidence of up to date Annual returns with CAC;
6. Sworn Affidavit in line with the provision of Part IV section 16, subsection 6 (c, e & f) of the Public Procurement Act, 2007;
7. Company Audited Accounts for the last three (3) years (2013, 2014 & 2015);
8. Current reference Letter from Bank and Bank statement of the company for the last12 Months;
9. Letter authorizing FCTA or its representative to crosscheck the submitted Account details of the company.

(3.2) SPECIFIC PREQUALIFICATION REQUIREMENTS FOR CATEGORY II (WORKS)
In addition to the requirement listed in item 3.1 above, Companies interested in Works must submit copies of the following documents:
i. Evidence of relevant equipment for the Projects;
ii. List of relevant Technical staff to be deployed for the project, proposed position and evidence of educational qualifications and professional registrations. All copies of the professional certificates of the personnel shall be endorsed by the Individual professionals;
iii. List of equipment to be deployed for the project should be available for immediate inspection. Also provide evidence whether the equipment is on lease or owned.

(3.3) SPECIFIC PREQUALIFICATION REQUIREMENTS FOR PROVISION OF SECURITY SERVICES
Prospective bidders for the provision of security services shall submit evidence of up-to date license by Nigeria Security & Civil Defence Corps (NSCDC) to operate as a private guard company In line with the provision of the Private Guards Companies Act CAP 367 of the Federation of Nigeria 1990.

(4.0) COLLECTION, SUBMISSION AND OPENING OF TENDER DOCUMENTS
A. Interested companies are to collect Tender Documents as per the Schedule of Collection, Submission and Opening of Tender documents on Section 5.0 below upon the presentation of evidence of payment of non-refundable Tender Fee for the respective projects of interest, into either FCT TENDER REVENUE ACCOUNT with HERITAGE BANK PLC, ACCOUNT NO. 5100253054 or Zenith Bank Plc Account no. 1015016741

B. The Technical and Financial bid documents should each be sealed and labeled Technical and Financial bids as appropriate separately, and the two separate envelopes be put in another envelope that should also be sealed and labeled as: “stating the project title Tender Identification Number”. The Technical and Financial documents should be submitted in three (3) copies [one original and two photocopies each] and all pages of the financial document are to be duly endorsed by authorized representative of the bidder.

The documents are to be dropped as per the Schedule of Collection, Submission and Opening of Tender documents on section 5.0 below (time and date are also indicated). The representative of the bidding companies and members of the public who choose to attend, are invited to witness the opening of the tenders on the same day immediately after the close of render as indicated >n the Schedule of Collection, Submission and Opening of Tender documents on section 5.0 below

NOTE
I. Interested members of the public especially Civil Right Organization are invited to attend the opening exercise. They are expected to adhere to the Code of Conduct for Public Procurement Observers stipulated by the Bureau of Public Procurement.
II. A company is not allowed to bid for more than two (2) Projects under Health &amp; Human Services Secretariat, A company that violates this rule shall be disqualified.
III. The advertisement should not be construed as a commitment on the part of the FCTA, nor shall it entitle responding companies to seek any indemnity from the FCTA by virtue of such of such company having responded to this advertisement.
IV. A bid security In form of Bank Guarantee from a reputable Nigerian Bank and whose value is not less than 2% of the tender sum shall be submitted for Category II (Works) with tender sum greater than N300.00Million and Category I (Goods) & Category IV (Consultancy Services) with tender sum greater than N100.0Million in the format as approved in the Standard Bidding Document.
V. Successful companies could be requested to provide Performance Bond, Whose value shall not be less than 10% of the contract sum before signing the contract
