INVITATION FOR EXPRESSION OF INTEREST FOR THE PROVISION OF SERVICES
(1) INTRODUCTION
The Federal Medical Centre, Ebute-Metta, Lagos hereby invites Reputable, Competent,
Contractors/Service Providers to submit Expression of Interest (EOI) for the following
Projects/Services in the hospital.
LOT NO DESCRIPTION
LOT1 Outsourcing/PPP of Power generation in the hospital which includes Provision of Generators, Provision of
Diesel Oil, Servicing, Repairs and Maintenance of generators.
LOT2 Outsourcing/PPP of Laboratory Services which includes Provision of Equipment, Provision of Reagents,
Servicing, Repairs and maintenance.
LOT3 Outsourcing/PPP of Radiological Services which includes Provision of Equipment, Provision of Reagents,
Servicing, Repairs and Maintenance.
LOT4 Provision of Electronic Hospital Information Management System which includes Servers, Software, Backup
Power, Computers, Printers, Training/Support, Maintenance etc
LOT5 Outsourcing of Laundry Services
LOT6 Outsourcing of Kitchen Services
LOT7 Outsourcing of Hospital Cleaning Services
LOT8 Renovation of Wards and Theatre
LOT9 Training of Staff in Clinical and non-Clinical requirements for effective and efficient Service delivery.
(2) ELIGIBILITY/REQUIREMENTS
(a) Evidence of Incorporation with Corporate Affairs Commission (CAC) by inclusion of
photocopies of Certificate of Incorporation and Articles of Association.
(b) Company’s profile and organization structure including Names and resume of key
personnel with addresses and phone numbers.
(c) Evidence of current Tax clearance certificates for the last three (3) years (2014, 2015,
2016)
(d) Evidence of payment to VAT.
(e) Evidence of compliance with Industrial Training Fund (ITF)
(f) Evidence of registration with Bureau of Public Procurement (BPP) in line with the provision
of Section 5(H) of the Public Procurement Act (PPA) 2007 (As Amended).
(g) Evidence of compliance with Pension Reform Act 2014, by inclusion of current clearance
certificate from PENCOM.
(h) Evidence of three (3) years Audited Accounts of the company duly stamped by a
professional Accounting/Audit firm showing annual turnover.
(i) Evidence of financial capability to handle the job and bank support.
(j) Evidence of verifiable relevant experience in executing similar projects.
(k) Evidence of current license/certificate and registration with relevant professional bodies
e.g ARCON, COBON, QSRBN etc by key technical staff.
(3) SUBMISSION
The completed documents must be submitted as one ORIGINAL and 4copies separately
packaged in a sealed envelope, paginated and properly bound stating the specific project on
the top left corner of the envelope at the Office of the Head of Procurement, It should be
addressed to:

(4) CLOSING DATE
The closing date for submission of the Expression of Interest (EOI) is 12.00 noon on 7th
September, 2017 i.e (3weeks).
(5) OPENING DATE
The Opening of documents shall take place at 12.00 noon, 8th September, 2017 in the
presence of bidders, the interested general public and Non-Governmental Organizations
(NGOs) at the Board room of the Hospital
(6) PLEASE NOTE THAT
(i) For the provision of (4) Electronic Hospital Information Management system, the evidence
of similar job is required.
(ii) The hospital is not bound to shortlist any bidder and reserves the right to reject any or all
the documents.
(iii) Only qualified Contractors will be contacted to tender for the projects.
