ADVERTISEMENT FOR 2017 APPROPRIATION PROJECTS

(1.0) INTRODUCTION

The Federal Government of Nigeria has provided funds in the 2017 Appropriation Act for the
Federal Ministry of Transportation for the provision of Capital Projects under Goods, Works
and Services in various locations nationwide. In line with the provision of the Public
Procurement Act 2007, the Ministry is inviting experienced and eligible Suppliers,
Contractors, and Consulting firms to bid for the following projects:

CATEGORY A: WORKS
PROJECT DESCRIPTION
Lot 1A: Construction /Provision of relevant Facilities along the Railway Station Buildings
Lot 2A: Automation and Computerization of license & Inspection flight safety
Lot 3A: Construction of National Freight Office Buildings at Jibiya, Katsina State
Lot 4A: Remarking of Runway, Taxiway and other Pavement of International Airports
Lot 5A: Automation of the Functions and Office Process of the Ministry
Lot 6A: Upgrade and Refurbishment of terminal Building of Katsina Airport
Lot 7B: Procurement and Installation of Air conditioning System in Offices, Kano and Abuja
Airports.

CATEGORY B: GOODS
PROJECT DESCRIPTION
Lot 1B: Procurement of Project/ Utility Vehicles
Lot 2B: Procurement of Desktop Computers, Laptops, Office Equipment and Consumables
Lot 3B: Procurement of Surveying Equipment

CATEGORY C: CONSULTANCY AND NON CONSULTANCY SERVICES PROJECT DESCRIPTION
EXPRESSION OF INTEREST(EOI) is requested from reputable Consultants in the Transportation
sector which shall include:
Lot C1: Transaction Advisers to drive concession in Transport Sector and
Consultants/Specialist in Railways, Marine, Aviation and Mass Transit; and
Lot C2: Bathymetric Assessment of Dredged Navigational Channels
Lot C3: Cleaning/Sanitary/ Fumigation Services of all Offices and adjoining Toilets in the
Federal Secretariat Phases I and II
In addition, the General Public is also invited to note that procurements below the National
Competitive bidding threshold would be carried out during the course of the year in
accordance with the provisions of the Public Procurement Act, PPA 2007.

(2.0) GENERAL ELIGIBILITY CRITERIA;
(i) Evidence of Company’s registration with the Corporate Affairs Commission
(ii) Evidence of Company’s VAT Registration with Tax Identification with Tax Identification
Number (TIN)
(iii) Company’s current Tax Clearance Certificate for the last three (3) years (2014, 2015 and
2016)
(iv) Evidence of Certificate of compliance from PENCOM in accordance with the Pension
Reform Act 2004
(v) Company Profile stating registered Office and functional contact address (including e-mail
address and telephone numbers)
(vi) Evidence of Certificate of Compliance with contribution to Nigerian Social Insurance Trust
Fund (NSITF)
(vii) Evidence of Certificate of Compliance with Industrial Training Fund (ITF)
Evidence of Registration with the Categorization and Classification in the Bureau of Public
Procurement (BPP) Website as provided in Part 1 Section 5(b) of Public Procurement Act
(PPA)2017;
(ix) Accompany every bid with an affidavit disclosing whether or not any officer of the
Ministry or Bureau is a former or present Director, Shareholder or has any pecuniary interest
in the bidder and confirm that all information presented in its bid are true and correct in all
particulars;
(x) Evidence of Company’s financial capability with inclusion of reference/ evidence of
support from a reputable Bank.
(xi) Evidence of payment of Bid Document;
(xii) Company’s Audited Account for the last three (3) years (2014, 2015 & 2016)
(xiii) Evidence of Acquisition of relevant equipment (For works)
(xiv) Adequacy of the bidder’s proposed Methodology, Work plan and understanding of the
assignment (for Consultancy).
(xv) Company’s profile reflecting specific Track Record/Experience of similar nature and value
successfully executed/on-going within the last five (5) years in provision of the assignment
with evidence.
(xv) Curriculum Vitae (CV) including professional and academic qualifications, relevant
experience/ competence and availability for the assignment of key personnel.
(xvii) Evidence of Registration with the relevant professional bodies.
(3.0) COLLECTION OF TENDER DOCUMENT
Interested companies should collect Tender Documents from the Office of the : Director of
Procurement, 6th Floor, Federal Ministry of Transportation, Bukar Dipcharima Building,
Central Business District, Abuja, upon the presentation of evidence of payment of nonrefundable
tender fee of N20,000.00 for projects issued in Bank Draft and payable into the
Federal Ministry of Transportation Treasury Revenue Account
(4.0) SUBMISSION AND OPENING OF TENDERS
Original and two (2) copies of the Technical and Financial bid are to be submitted in two
separate envelopes. Envelopes for the Technical and Financial Proposals shall be dully
marked “TECHNICAL PROPOSAL” and “FINANCIAL PROPOSAL” respectively. The two
envelopes shall then be enclosed in one single outer envelope and forwarded in sealed
envelopes, marked on the TOP left hand corner boldly written “PROJECT NAME AND LOT
NUMBER”. The inner and other envelopes shall:
– Bear the name and address of the Contractor, (inner envelops);
– Be addressed to the Client at the address specified (inner and outer envelopes);
– Bear the name of the project (inner and outer envelopes); and
– Bear a statement “Do not open with the technical proposal” (inner financial envelope).
The documents are to be dropped in the Tender Box in the Office of the Director of
Procurement, 6thFloor, Federal Ministry of Transportation not later than 12:00 noon on
September 29th 2017 and the opening of tenders will take place immediately in the presence
of bidders’ representatives and members of the public who choose to attend. Only those
companies/firms that are technically qualified will be invited for financial bid opening.
(5.0) NOTE
Any submission of documents after the 12:00 noon deadline of September 29th 2017 will not
be accepted. All CAC, VAT, PENCOM, ITF, NSITF and Tax Clearance Certificate submitted shall
be referred to security and other relevant Agencies for Authentication.
