TECHNICAL AND FINANCIAL BIDS

1.0 INTRODUCTION
The Sokoto Energy Research Centre, Usmanu Danfodiyo University, Sokoto wishes to invite interested and credible Companies to apply for the Technical and Financial bids of various projects of the Centre for the 2017 Fiscal year.

2.0 SCOPE
The Scope of work includes:-

LOT 1 Project Vehicle for Research and Development Programmes for Renewable Energy in the North

LOT 2 Construction of Solar Street Lights

LOT3 (a) Biomass Research and Development (Biogas, Digesters, Improved Fuel Wood Stove) for Energy infrastructure development.

LOT3 (b) Solar Cell-PV Technology

LOT 3 (c) Wind Energy Technology

LOT 3 (d) Upgrading of Solar PV Manufacturing Plant for Research Development and Training

LOT 3 (e) Women and Youth Empowerment through Training on Renewable Energy Technologies

LOT 3 (f) Renewable Energy Technologies (Design and Installation) and Energy Audit

3.0 BIDDING CRITERIA
The following requirements for Tender shall be submitted:

(a.) Evidence of Company’s Registration with Corporate Affairs Commission (CAC)

(b.) Evidence of Tax Clearance Certificate for the last three (3) years (2014, 2015 and 2016) expiring on 31st December, 2016

(c.) Evidence of Current Industrial Trust Fund (ITF) Compliance Certificate

(d.) Evidence of current PENCOM compliance certificate

(e.) Evidence of Registration on the National Data-base of Contractors, Consultants and Service Providers (NDCCSPS) by inclusion of Interim Registration Report (IRR) issued by (BPP) in line with the provision of section 5 (b) of the PPA 2007.

(f.) Current sworn affidavit disclosing

(i.) That the Company is not in receivership, insolvent or bankrupt

(ii.) That the Company does not have any Director who has ever been convicted in any Court in Nigeria or any other country for criminal offence in relation to fraud of financial impropriety

(iii.) Whether or not any officer of the Sokoto Energy Research Centre or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidding

(iv.) That all documents submitted for bidding are true and correct in all particulars

(g.) Evidence of Company Audited Account for three (3) years (2014, 2015 and 2016).

(h.) Evidence of similar and variable jobs successfully executed within three years with their locations, Contract value and evidence of completion

(l.) List of Managerial Technical and Administration Staff of the Contractor

(j.) Names and address of bankers including a letter of recommendation from the Bank indicating financial capability to undertake the project.

(k.) Copy of Valid license to operate as electrical contractor issued by the Nigerian Electricity

Management Services (NEMSA) for Applicants of LOT 2, LOT3 (b) and LOT 3 (d)

4.0. SUBMISSION
Bid document containing specification on the interested lot(s) can be obtained from the Office of the Administrative Secretary, Sokoto Energy Research Centre, Usmanu Danfodiyo University, Sokoto; upon payment of non-refundable fees of Ten Thousand Naira (N10,000.00) only through e-collection in favour of Sokoto Energy Research Centre. The prospective bidders shall enclose the original technical and financial bids in two separate envelopes indicating clearly the company name and lot of interest on each envelope and marked Technical and Financial bids respectively, at the top corner of each envelope. The two envelopes shall be enclosed in another envelope which shall be sealed and bear the lot description, the Name and Address of the Company and addressed to:

PMB 2346, Sokoto

The document should be registered and submitted at the relevant bid box at the Sokoto Energy Research Centre Premises between 4th September – 17th October, 2017

NOTE: Bids shall be closed at 10:00 a.m. and be opened immediately on 17th October, 2017 at the Sokoto Energy Research Centre Premises.

Only Companies with Technical bids that fulfil the requirements would have their names posted on the Centre’s Notice Board, and their financial bids will be publically opened on a date to be indicated on the same notice.

All bids are expected to include ORIGINAL COPIES of the receipt of Tender fee in their financial bid envelopes. Name, Address, E-mail and Phone Numbers of the Companies should also be clearly written at the back of the envelopes.

Submission of bidding document is not a guarantee for the award of contract. All submissions would be verified from the relevant Agencies such as Federal Inland Revenue (FIRS), Bureau for Public Procurement BPP etc.

Late submissions would not be accepted.

5.0 DISCLAIMER AND CONCLUSION

5.1 This publication is for information purposes only and does not constitute an offer by the Sokoto Energy Research Centre to transact with any party for the project nor does it constitute a commitment or obligation on the part of SERC UDUS to procure concession services.

5.2 The Sokoto Energy Research Centre will not be responsible for any expenses incurred by any party (ies) in connection with any response to the invitation and/or preparation or submission in response to an inquiry.

5.3 The Sokoto Energy Research Centre reserves the right to terminate the selection process at any time without incurring any liabilities
