INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI)

(A) INTRODUCTION
Interested and reputable Vendors, Contractors and Service Providers are hereby invited to tender for both Technical and Financial Bids for the procurement of the following Goods, Works and Services in Compliance with Public Procurement Act 2007.

Lot 1 Consultancy services & special studies on global and national energy outlook for development of guidelines and standards on carbon emission reduction and monetisation for Oil & Gas projects in view of the Paris Agreement on climate change. Services
Lot 2 Procurement of a Web based integrated data management system (Petroleum Resources Intelligent system(PRIS) for access of reliable Industry data and robust analytics to stakeholders Services
Lot 3 Consultancy for the development of a tariff model for Gas Infrastructure Services
Lot 4 Consultancy for the development of commercial framework for Gas pricing and revenue securitization. Services
Lot 5 Purchase of updated laws and books Goods
Lot 6 Renovation of DPR Office building in Ilorin Works
Lot 7 Provision of Fire solution and CCTV system for four DPR locations (Port-Harcourt, Warri, Eket and Kaduna) Works

Lot 9 Set up of Petroleum products Quality Laboratory at DPR Abuja, zonal office Works

Lot 13 Block vertices validation, harmonization and charting Services

Lot 17 Acquisition of petroleum engineering software and workstation Services

Lot 21 Procurement of analytical equipment for Laboratories in Lagos, Abuja, Warri and Port Harcourt Zonal offices Goods
Lot 22 Procurement of reference standard and equipment for Laboratories in Port- Harcourt and Kaduna zonal offices Goods
Lot 23 Bunkering Modernization Project Services
Lot 24 Upgrade of Laboratory, DPR Port- Harcourt Works
Lot 25 Procurement of Downstream kits and consumables Goods
Lot 26 Development of remote communication with filing stations for real time inventory, dispensing and pump sealing (Downstream projects) Services

(C ) QUALIFICATION CRITERIA AND REQUIREMENTS
The DPR in compliance with the provision of Public Procurement Act 2007 and Bureau of Public Procurement Guidelines, request interested companies to submit the following documents as pre-requisite for assessment/consideration:
(i) Evidence of registration with Corporate Affairs Commission.
(ii) TAX clearance Certificate for the last three years (2014,2015 and 2016) verifiable from the Federal Inland Revenue Service (FIRS)
(iii) A Company’s audited Accounts for the same number of years mentioned above, duly endorsed by a Certified Accounting firm.
(iv) Evidence of certificate of compliance with Industrial Training Fund.
(v) Evidence of Certificate of Compliance with Pension Commission (PENCOM).
(vi) Evidence of Registration with Bureau of Public Procurement as a Contractor, Consultant, or Service Provider.
(vii) Evidence of financial capability and support from a licensed commercial bank
(viii) Company’s profile including Technical qualification and CV’s of Key Professional and Managerial Staff (With evidences of academic qualification and registration with Professional bodies).
(ix) Verifiable evidence of 2 similar jobs executed in the last 5 years (with Copies of Letter of Award and Job Completion Certificate) and knowledge of the Industry/Project
(x) List of Ownership or lease of relevant Equipment.
(xi) Name, e-mail address and phone number(s) of contact person on Company Letter head.
(xii) An affidavit confirming that all information presented and attached are true and correct of the Company, and that none of the Directors, have been convicted in any court of law for any criminal/financial offence or a staff of BPP or DPR.
(xiii) Evidence of OGISP registration (Oil & Gas Industry Permit) where Applicable.
(xiv) Evidence of compliance with employee’s Compensation Act showing remittance of 1 % of total annual emolument of their workers to Nigerian Social Insurance Trust Fund.

(D) GENERAL INFORMATION
This advertisement shall not be considered as commitment on the part of the Department of Petroleum Resources nor shall it entitle potential companies to make any claims whatsoever or seek any indemnity from Department of Petroleum Resources by such Company having responded to this advertisement.
All bidders are advised to visit the Project site for all works, in the course of their bid
preparation.

(E) COLLECTION AND SUBMISSION OF TECHNICAL AND FINANCIAL PROPOSAL
Tender documents can be collected at the 8th floor of the Department Headquarters, Lagos. The Technical and Commercial bids shall be enclosed in Separate sealed envelopes and marked appropriately as ‘Commercial’ and ‘Technical’. Both bids must be Submitted in one Large sealed envelope, marked with Lot number at the top left hand Corner and addressed to the Director, Department of Petroleum Resources, 7, Kofo Abayomi Street, Victoria Island, Lagos.

Only companies with satisfactory Technical Proposals will be invited for the opening of Financial bids. Proposals and Bids of the value of NGN 100 Million and above for goods, consultancy services/non-consultancy services and NGN 300 Million and above for works, must be accompanied by a Bid Bond of not more than 2% of the bid sum. Bids will be opened on 18th October 2017 at 2.00 pm in the presence of the bidders/representatives and other relevant statutory bodies at the main conference room 9th floor, DPR Headquarters,7 Kofo Abayomi Street V.I Lagos.
