INVITATION TO PRE-QUALIFICATION AND TENDER

PREAMBLE

The Federal University of Technology, Akure FUTA invites interested competent and reputable contractor to apply for this pre-qualification and tender exercise; and submit the required information as well as comply with all other prerequisites for pre-qualification and tender for NEEDS ASSESSMENT AND 2013-2016 MERGED TETFOUND INTERVENTION projects stated below:

LOTS 1-5

A reinforced concrete framed four storey schools building on column bases and strip foundation with 225mm thick hollow sandcrete block walls rented internally and externally, painted with texcote externally and emulsion paint internally. Aluminum   roof covering and aluminum windows, with vitrified floor tiles. Note that the submission for these lots is for pre-qualification only.

Pre-qualification criteria

To be considered, potential companies are required to submit all the under – listed verifiable document:

  1. Evidence of company registration with the Corporate Affairs Commission (CAC) and evidence of Memorandum of Understanding (MOU) in case of a joint venture, including registration forms co2 and co7. Each company must fulfill responsive criteria.
  2. Certified true copy of Memorandum and Articles of Association of the company.
  3. Corporate profile, to include list, CVs, and copies of credential of company and technical staff, indicating qualification, year(s) of cognate experience and certificate of registration with relevant professional bodies.
  4. Evidence of company current Tax Clearance Certificate for the last three 3 years (2014-2016), duly stamped
  5. Current company audited statement of account for the last three years 2014-2016, duly singed and stamped with a professional accounting/ audit firm showing annual turnover.
  6. Evidence of compliance with Industrial Training Fund (ITF) amendment act, 2011 by inclusion of compliance certificate from ITF (current year)
  7. Evidence of compliance with Pension Reform Act, 2004 by inclusion of current Clearance Certificate from national pension commission (PENCOM) (current year)
  8. Evidence of Registration with Bureau of Public Procurement (IRR) (valid till December 2017 minimum)
  9. Evidence of compliance with Nigeria Social Insurance Trust Fund (N.S.I.T.F)
  10. Original bank statement for the past twelve (12) months
  11. Reference from reputable banks demonstrating availability of fund/ liquid assets and/or credit facilities from its banker(s) to successful completion of the contract.
  12. Minimum of two verifiable evidence of similar jobs successfully executed, with the last five years indicating type, cost, location and award and completion certificate
  13. List of variable equipment to be used for the project, listed as owned, hired or leased.
  14. Company register address, function contact address, GSM phone number and email address
  15. Reference letter from three (3) previous client of similar projects, satisfactory completed to be included in the pre-qualification
  16. Original copies of documents would be requested to be made available for sighting whenever required.
  17. Current sworn affidavit in line with provision of part IV, section 16 subsection 16(f) of the procurement act 2007.
  18. That all the document submitted for the pre-qualification exercise are not only genuine, but fully correct
  19. That the directors(s) of the prospective contractual company has/have never been convicted by any court of law
  20. That neither the company nor any of the company director is bankrupt
  21. The officer of the Federal University of Technology, Akure (FUTA) is a former or present director of the company
  22. That the company is not in receivership
  23. Evidence of payment of non-refundable tender fee as indicated for each lot and made payable to (FUTA) Project Revenue Account on REMITA number 1000123
  24. Signing of contract agreement with Federal Inland Revenue Service (FIRS)
  25. Contract currently engaged on project whose completion periods have been over need not apply.
  26. Successful bidders may not be awarded more than one contract in the advertised lots

 COLLECTION OF BID DOCUMENTS

Interested bidders should collect pre-qualification and financial bid document from Directorate of Physical Planning on presentation of REMITA receipt stamped by cash office of the bursary, federal university of technology, Akure from Monday, 27th Nov, 2017 to Tuesday, 9th Jan, 2018.

SUBMISSION OF TENDER DOCUMENT

Two (2) copies of pre-qualification documents must be submitted and should be arranged in the order listed above in one envelop marked “pre-qualification…” (Quote the appropriate projects and company name boldly written on the top right hand corner of the envelope).the two envelopes should be enclosed together in a bigger envelop marked with project title, lot number and company name and delivered to: the registrar, federal university of technology, P.M.B. 704, Akure , Ondo State. To reach her nor later than 12:00noon Tuesday, 9th Jan, 2018.

OPENING OF BIDS

All bidders, civil society organization and interested stakeholders are invited to attend the public opening g of the pre-qualification and tender meeting scheduled to take place immediately after the close of submission by 12:00 noon Tuesday 9th Jan, 2018. At the Prof Francis Idibiye Auditorium, FUTA

IMPORTANT INFORMATION

  • Certificate may be referred to the respective issuing authorities for verification and authentication.
  • Bidders are advised to make their submissions in line with this advertisement and other requirements contained in the standard bidding documents.
  • Technical and financial bid enclose in one same single envelope that will expose the technical and financial bid at the same time of opening shall be disqualified.
  • Failure to comply with the above requirement and content of the standard bidding document would automatically result in disqualification

PLEASE NOTE:

The execution of these projects will depend on the release of funds by the appropriate funding FUTA will not be liable if there is any delay in the release of funds.
