(1.1) The Joint Admissions And Matriculation Board is a Parastatal charged with the responsibility of conducting Matriculation Examinations for the placement of suitably qualified candidates into tertiary institutions as provided by the JAMB Act 1989, Cap 193, Laws of the Federation of Nigeria.
(1.2) The Board in keeping with its mandate and in compliance with the Public Procurement Act 2007 invites all interested and qualified Bidders for the procurement of the following under listed items for the 2017 Projects.

(3.0) ELIGIBILITY REQUIREMENTS
(i) Evidence of incorporation with the Corporate Affairs Commission (CAC)
(ii) Evidence of company’s income Tax clearance certificate, valid till 31st December, 2018.
(iii) Evidence of current Pension compliance certificate, valid till 31st December, 2018.
(iv) Evidence of current Industrial Training Fund (ITF) compliance certificate, valid till 31st December, 2018.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate, valid till 31st December, 2018.
(vi) Evidence of Registration on the Database of Federal contractors, consultants and service providers by submission of Interim Registration Report (IRR) expiring on 30th June, 2018 or valid certificate issued by BPP.
(vii) Satisfactory reference from a reputable Bank stating the company’s credit worthiness and ability to be granted financial support for the project execution if the need arises.
(viii) Evidence of duly audited accounts (2015, 2016 & 2017)
(ix) Evidence of work experience as the main contractor executing or having executed a minimum of five (5) similar projects in the last five (5) years. Copy of award letters, last interim Certificate of Valuation for on-going projects, Completion Certificate and final maintenance certificates where applicable are to be enclosed.
(x) “A sworn affidavit disclosing:
(1) That the company is not in receivership, insolvency or bankruptcy.
(2) That the company does not have any director who has been convicted by any Court in Nigeria and any other Country for criminal offences in relation to fraud or financial impropriety”
(3) “A sworn Affidavit disclosing whether or not any officer of the relevant committees of the Joint Admissions and Matriculation Board or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in ail particulars”,
(xi) Company profile with curriculum vitae (CV.) of professional staff to be deployed for the project including copies of their professional qualification.
(xii) Evidence of 2018 Annual Renewal with Environmental Health Officers Registration Council of Nigeria (for lots C3-C9).
(xiii) Evidence of Thirty (30) years Lecturing experience in Nigerian University is required for Lots C1 and C2
(4.0) TENDER FEE
A non-refundable tender fee of N10.000.00 (Ten Thousand naira) only per lot is to be paid by each Bidder before collection of a Bid Document. The tender fee is to be paid into JAMB’s remits account with any commercial Bank in Nigeria or online using remita’s platform.
BIDDERS/CONSULTANTS EXPRESSING INTERESTS FOR CONSULTANCY SERVICES ARE EXEMPTED FROM PAYING TENDER FEES AT INITIAL STAGE UNTIL THEY ARE PREQUALIFIED TO THE STAGE OF ISSUANCE OF A REQUEST FOR PROPOSAL (RFP)/ FINANCIAL TENDER.
(5.0) COLLECTION OF BIDDING DOCUMENTS

(6.0) SUBMISSION OF BIDS -GOODS AND WORKS
Bidders should submit 3 copies of Technical Bid dearly marked Technical Bid, and a copy of Financial Bid in separate envelopes clearly marked Financial Bid, with lot number on the envelope and each page must be serially numbered and signed by a representative of the company. The sealed Technical Bid envelope and the sealed Financial Bid envelope shall be enclosed together In a third envelope and boldly marked with the name of the Bidder, Project name and contract Lot number.
(7.0) SUBMISSION OF EXPRESSION OF INTEREST (EOL)
Five (5) bonded copies of Expression of Interest documents and One (1) electronic copy shall be submitted in a sealed envelope dearly marked “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR……….. (STATING THE APPROPRIATE LOT NUMBER)

(8.0) CLOSING DATE FOR SUBMISSION
The closing date for submission of Expression of Interest for Consultancy Services and Tender Documents (Technical and Financial) for Goods and Works shall be Monday, 30th April, 2018 by 11:00am. Prospective Bidders are to ensure their submissions are duly acknowledged by the Procurement unit before dropping their bids in the designated boxes and they should also note that no Bids/EOI documents will be received after the time stated above and any such submissions shall be considered late and non-responsive.
(9.0) OPENING OF BIDS
All bids shall be opened on Monday 30th April, 2018 by 11:00am; at JAMB Board Room Bwari Abuja, immediately following the deadline for submission.
(10.0) IMPORTANT NOTICE
(i) Prospective Bidders can only bid for maximum of two (2) Lots.
(ii) Prequalification documents will only be received for Lots W2, W4, W9 and W12; only prequalified bidders will be invited for collection of bidding documents at a later date.
(iii) Only prequalified bidders for other Lots (Goods & works) will be invited for financial bid opening at a later date, while only shortlisted firms for consultancy/Non consultancy services will also be invited for collection of Request for Proposals at a later date.
(iv) Individual consultants who wish to express interest for Lots C1 and C2 are exempted from submission of PENCOM, ITF, NSITF certificates and evidence of registration with BPP.
(a) Failure to comply with above requirements shall automatically result in the disqualification of a Bidder.
(b) JAMB reserves the right to verify the authenticity of any claim made in the Tender documents submitted by Bidders.
(c) JAMB reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
(d) JAMB shall not be responsible for any cost incurred by the Bidders in connection with response to this advertisement.
(e) Participation in this process and any related process neither creates any commitment nor establishes any legal relationship with JAMB. It is merely a precondition for further consideration of the Tender.
