1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB No. WB1853-04/15 of 17th April 2015 online and on the World Bank external Website.
2. The Federal Republic of Nigeria has received financing from the World Bank towards the cost of the Third National Urban Water Sector Reform Project, Rivers State, and intends to apply part of the proceeds toward payments under the contracts for Rehabilitation, Upgrading and Extension of Water Supply Schemes for Port Harcourt and Obio Akpor Local Government Area, Rivers State.
3. The Port Harcourt Water Corporation now invites sealed Bids from eligible Bidders for execution of the following Works in Port Harcourt and Obio Akpor Local Government Areas as described in the table below.

4. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
5. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
6. Interested eligible Bidders may obtain further information from The Managing Director, Port Harcourt Water Corporation, Attention: Chief Ibibia O’Walter JP; projects@portharcourtwater.com and inspect the Bidding document during office hours between 0900 and 1600 hours, Monday to Friday at the address (1) given below.
7. A complete set of bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of N150, 000.00. The method of payment will be by cheque, bank draft or in cash, made out in favour of Port Harcourt Water Corporation and lodged in the designated account (with payment slip tendered as evidence of payment). The document should be collected in person at the address (2) below. The document may be sent to prospective bidders by courier service upon request and payment of an additional fee for the courier service.
8. Separate bids shall be submitted for each lot. Incomplete bids submitted shall not be accepted.
9. Bids must be delivered to the address (2) below on or before 12.30pm (local time) on Thursday 5th July 2018. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address (3) below on Thursday 5th July 2018 at 1:00pm (local time).
10. All Bids must be accompanied by a Bid Security of the amount pertaining to the Lot as stated in Table 1 above.
