INVITATION TO TENDER FOR Y2018 CAPITAL PROJECTS

1. INTRODUCTION
The Federal Government of Nigeria has provided Funds in Y2018 Appropriation Act for the Ministry of Mines and Steel Development (MMSD) for the provision of capital projects under Goods, Works and Services at its inviting Headquarters, in line with the provision of the Public Procurement Act (PPA) 2007, the Ministry is inviting experienced and competent Contractors/Supplier to Submit bids for the following projects:

2. SCOPE OF SUPPLIES/WORK

CATEGORY A: GOODS
Lot A1: Procurement of Field & Safety Equipment for Inspectorate activity for Metallurgical Inspectorate & Raw Material Development (M&RMD) metals.

CATEGORY B: WORKS
Lot B1: Construction of Mining Regulatory Agency Headquarters, Abuja.

3. ELIGIBILITY REQUIREMENTS
All submission must be accompanied by the following documents:
i. Evidence of Incorporation with Corporate Affairs Commission (CACA) including Form CAC2 and CAC7;
ii. Evidence of Current Tax Clearance Certificate for the last three years (2015, 2016 and 2017) expiring on 31st December 2018, with minimum average annual turnover of N500 million (Lot B1).
iii. Evidence of Current PENSION compliance certificate valid till 31st December 2018;
iv. Evidence of current Industrial Training Fund (ITF) certificate valid till 31st December 2018;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December 2018;
vi. Evidence of registration on the national Database of federal Contractors, consultants and service Providers by submission of Interim registration Report (IRR) expiring on 1/1/2019 or valid certificate issued by BPP;
vii. Sworn Affidavit Disclosing whether or not any officer of the relevant committees of Ministry of Mines and Steel Development or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not corrupt, in receivership or under liquidation if involved in any litigation which can potentially affect their responsibility if engaged and to confirm that all the information presented in the bids are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years – (2015, 2016 and 2017);
ix. Evidence of financial capability to execute the job, by submission of reference letter from a reputable commercial bank with willingness to provide credit facility when needed.
x. Company Profile with the Curriculum VITAE of key Staff to be deployed for the project including copies of their Academic/professional qualifications;
xi. Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five years including Letters of awards, Valuation Certificate and/or job completion certificate and photographs of the projects;
xii. List of Plants/Equipment with proof ownership/lease (works)
xiii. All documents for submission must be transmitted with a Covering/Forwarding Letter under the company’s Letter Head paper bearing amongst other, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Numbers (preferable GSM No.) and e-mail address. The letterhead Paper must bear the Names, Nationalities and telephone number of the Directors of the Company at the bottom of the page, duly signed by the authorized office of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Prospective bidders should pay non-refundable tender fee of N10,000.00 per lot into the Ministry of Mines and Steel Development’s Remitters account in any reputable commercial bank in Nigeria. Thereafter, the bidders shall collect the tender documents from the office of the director (procurement): Block A. Room 207 of the Ministry, upon the presentation of evidence of payment of the tender fee.

5. SUBMISSION OF TENDER DOCUMENTS
Completed tender documents (technical and Financial) in two (2) hard copies are to be submitted in two (2) sealed and separate envelopes clearly marked Technical & financial bids and enclosed in 3rd larger envelope all labeled with the project name and company’s name to the office of the Director (Procurement) Block A, 2nd Floor, Room 207 of the Ministry. Submission of Tender Documents closes by 12:00 noon on Monday, 21 January, 2019.

6. BID OPENING
Opening of technical bids will take place immediately after the close of submission at 12:00 noon on Monday, 21st January, 2019 in the Honourable Ministers Conference room, Block B, 1st Floor, Luanda Crescent, off Ademola Adetokumbo Crescent, Wuse II, Abuja. Only prequalified bidders will be invited at a later date for financial bid opening, while the financial bids of unsuccessful bidders will be return unopened.

7. INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES
The Ministry hereby, invites Consultants with relevant experience to indicate their interest in the following Y2018 capital projects:
LOT 1C: Mineral Utilization and value Chan-Gap Analysis in the Metal Industry,
LOT2C: Revenue Auditing of Mining and exploration Companies (Capacity building/Workshops/Seminars)
The scope of services is as contained in the Request for Proposals to be issued later to pre-qualified Consultants.

8. ELIGIBILITY REQUIREMENTS
Same as in 3 above including evidence of firms and consultants registration with the relevant professional body:
Lot 1C: COMEG/COREN
Lot 2C: ICAN/ANAN

9. SUBMISSION OF EOI DOCUMENTS
Expression of interested (EOI) shall be submitted in two (2) (ORIGNIAL & COPY) and one (1) soft copy for each Lot clearly marked, on or before 12:00 noon Monday 24th December 2018 to the office of Director (Procurement), Block A, Room 207 of the Ministry.

10. OPENING OF EOI DOCUMENTS
Opening of the EoIs will take place immediately after the close of submission at 12:00 noon on Monday 24th December, 2018 in the Honourable Minister Conference Room Block B, 1st Floor headquarters. Pre-qualified bidders will be invited at a later date for collection of Request for Proposal (RFP).

11. NOTES
• All CAC, PENCOM, ITF, NSIF and Tax Clearance certificate submitted shall be referred to security and other relevant Agencies for authentication.
• Any bidder whose submission does not strictly adhere to the above instructions will be disqualified.
• This advertisement does not constitute a commitment or obligation on the part of the Ministry nor does it entitle any person to make any claim whatsoever from the Ministry for having responded to the advertisement.
• The Ministry also reserves the right to invoke the provision of Section 28 of the Public procurement Act (PPA) 2007 without incurring any liability to the bidders.
