INVITATION TO TENDER FOR THE EXECUTION PROJECTS IN THE 2018 CAPITAL BUDGET

1. INTRODUCTION
In compliance with the Public Procurement Act 2007, the Nigerian Postal service (NIPOST) intends to implement the under listed Procurement activities and wish to invite competent companies for this purpose.

2. SCOPE OF WORKS

3. ELIGIBILITY REQUIREMENTS
To qualify for consideration interested companies are to submit the following documents:
i. Certificate of Registration with Corporate Affairs Commission (CAC) including Forms CAC2 and &;
ii. Evidence of Firm’s Income Tax Clearance Certificate for the last three years (2015, 2016 and 2017) valid till 31st December 2018;
iii. Evidence of Current PENSION compliance certificate valid till 31st December 2018;
iv. Evidence of current Industrial Training Fund (ITF) certificate valid till 31st December 2018;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December 2018;
vi. Evidence of registration on the national Database of federal Contractors, consultants and service Providers by submission of Interim registration Report (IRR) expiring on 1/1/2019 or valid certificate issued by BPP;
vii. Sworn Affidavit Disclosing whether or not any officer of the relevant committees of the Nigerian Postal Services or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not corrupt, in receivership or under liquidation if involved in any litigation which can potentially affect their responsibility if engaged and to confirm that all the information presented in the bids are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years – (2015, 2016 and 2017);
ix. Evidence of financial capability to execute the job, by submission of reference letter from a reputable commercial bank with willingness to provide credit facility when needed.
x. Company Profile with the Curriculum VITAE of key Staff to be deployed for the project including copies of their Academic/professional qualifications, ( in case of construction: COREN, QSRBN, ARCON, CORBON etc.)
xi. Evidence of firms Registration with COREN and other related professional body (ies).
xii. Evidence of at least three (3) similar jobs successfully executed in the last five years including Letters of awards, Valuation Certificate and/or job completion certificate and photographs of the projects;
xiii. All documents for submission must be transmitted with a Covering/Forwarding Letter under the company’s Letter Head paper bearing amongst other, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Numbers (preferable GSM No.) and e-mail address. The letterhead Paper must bear the Names, Nationalities and telephone number of the Directors of the Company at the bottom of the page, duly signed by the authorized office of the firm.

4. COLLECTION OF BID DOCUMENTS
A non-refundable tender of N10, 000.00 (Ten Thousand naira) only be paid into NIPOST through REMITA. Bid document can be obtained from the General Manager procurement, (Room 222) Second Floor, NIPOST Corporate headquarters, Abubakar Musa Arugungu House, Plot 1279, Muhammadu Buhari Ways Garki-Abuja on presentation of evidence of payment of non-refundable fee N10,000.00 per lot.

5. SUBMISSION OF BIDS
Prospective bidders re to submit bid each of the desired, Two (20 hard copies each of Technical and Financial bids in MS Excel format packaged separately in sealed envelope and clearly marked. Technical Bid or Financial Bid an thereafter put the two sealed envelopes together in a bigger envelope and addressed and hand delivered to the General Manager Procurement, NIPOST Corporate Headquarters, Room 222, 2nd Floor, Garki II, not later than 12:00 Noon on Monday, 21st January, 2019.

6. OPENING OF BIDS
Only technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 21st January, 2019 at the address stated in paragraph 5 above, in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please ensure that you sign Bid Submission Register, as NIPOST will not be held liable for misplaced or wrongly submitted bids.

7. NOTES:
i. Bids must be English Language and signed by an Official authorized by the Bidder
ii. Bids submitted after the deadline for submission would be returned un-opened
iii. Bidders should not bid for more than two (2) lots
iv. All cost will be borne by the bidders
v. Failure to submit the above stated requirements may lead to disqualification of tender
vi. Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bid opening, while financial bids of un-successful bidders will be returned un-opened,
vii. This advert is published for information purpose and shall neither be construed to be a commitment on the part of NIPOST nor shall it entitle the applicant having responded to this advertisement
viii. That NIPOST reserves the right to conduct independent inspection of works claimed to have been carried out previously.
ix. NIPOST is not bound to pre-qualify any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public procurement Act 2007
